Safe to open boutonniere on lapel?

Hi,
I've only opened a lapel buttonhole once. It was on this black wool jacket (first pair of photos), and it was so easy I don't think I even needed to use a knife (though it probably would look more neat if I had). The point of opening it is to carry a boutonniere/flower without having to pin it on the front of the lapel.

I've just bought a red linen jacket and off white cotton/linen jacket, and I'm not sure whether it's safe to open the butonnieres or not. My tailor advised against it, mentioning machine vs hand stitched holes (but I forget in what context; I once had him make me a jacket from scratch so it was easy to just tell him then to leave it open, though I think that was a machine made one (it had a 'keyhole' shape, the same as as the front buttons of the jacket)).

The material/stitching on the off white jacket (second pair of photos) doesn't lend itself to opening by mere pulling, I'd need a small and sharp knife. However, do you think this would ruin it? I don't mind having it look like my black jacket... if I hadn't pulled it to take the pictures you couldn't even tell it was an opened hole. The question is, will it be like this on my off white jacket?

Just Google how to open a button hole on YouTube - there's a ton of tutorials there

Isn't it illegal to open a closed boutonniere?
Aren't the penalties similar to those imposed for removing
a mattress tag? I wouldn't not risk it if I were you.
