Rule about minimum distance from breast pocket to the shoulder seam of a jacket?

If there is not , there should be.

The breast pocket is set more from the depth of and the front notch of the armhole then how far it is from the shoulder.

There may be if you are learning designing the design system may have rule. We used to make the lapels of the jacket first and then place the breast pocket where we wanted it to be in relationship to the edge of the lapel and the armhole. We eyeballed it, no measuring.

Yeah, I see some that are too close to the armhole. Especially on larger chest sizes but that is a variable. Bigger chest, the spacing will be different than on a smaller size chest.

A decent tailor will do this by eye, an RTW may well exhibit many undesirable traits.
