Resizing moving gifs

Need to resize a gif and am at the crash and burn stage!

The thing I need is this

The size I'm working to is 100 by 100 pixels or 19.5 KB (whichever is smaller).

Many thanks in advance.

The original is 100x63 and 124KB, I doubt you'll get it to 19.5KB. If you convert it to B&W it goes down to 13KB but it looks like ****.

No way of 'transporting' the image into a smaller file whilst retaining the original size and appearance?

you could remove a frame or 2 of the animation...it would still have the same effect and be that much smaller

Really have no clue of how to do this.
