You could send it to Without A Trace, an excellent re-weaver, who would do a fine job. But, the jacket seems to have multiple holes so the charges could exceed $200 (guesstimate).

Funny that the seller thought it would be more effective to advertise "Nordstrom" than "Oxxford."
Since the fault was mentioned in the ad, you can't return or complain to ebay, so I'd probably get it rewoven. If they can actually do it well for $200, then you've got a new Oxxford for $600, which is a very good deal (provided the suit fits and you like it.)
Otherwise, you're in the hole $400 bucks.
