removing bumps in calf shoes

I have a pair of calf Stuart's Choice (Grenson Masterpiece) which has developed heavy bumps on the vamp, as distinct from the usual mere wrinkling that occurs in calf. A photograph is attached.

What, if anything, can be done to reduce this effect?

What is relasting, and how does it relate to my problem?
