? Regarding wax on barbour bedale jacket

I just picked up a bedale from jcrew during their 20% sale.
I've never had a waxed cotton garment before and every time I handle it my hands feel like I've been washing them in crisco. Does the jacket need to remain this oily to stay water repellant or does it come off somewhat?

The excess oil that bleeds from the jacket lessens after a few wears...it's common fora newly barbour.
