Because in those countries everybody knows what to expect from their driving. If you drive as a "safe driver" would in the US over in Cairo you'll probably crash quite quickly because you're doing it differently to everybody else and they don't know what you're doing. That's my theory anyway.
I think I have to reconsider what makes one a "good driver". I've been in a country where there are ostensibly traffic laws, dudes pretty much go how how fast as they want, go where they want etc. and they don't have accidents. Meanwhile, in the states, accidents aplenty. WTF mang.
