If you're a guy who has never touched a barbell, you can expect some major strength gains even while on a cut. If you're intermediate, everything becomes harder and you might stagnate even while eating at maintenance, and can expect little in the way of strength gains while cutting. If you're an advanced lifter, shit is incredibly hard, but I doubt one needs to worry about maintenance and cutting at that point. To clarify, I'd qualify <1.5 bw squat as doyouevenlift, 1.5-2.5 bw squatters intermediate and everything above that advanced. Just my way of illustrating the differences in my categories.
