When shopping for an overcoat, should one purchase the same size that one would wear in a suit, or should you purchase a size or two up? I.e., has the fact that you'll have a suit on underneath already been integrated into the dimensions of the coat?

Same size. Yes. (for the same maker of course - if suit and coats are of different makes, sizing may vary)

In a perfect world, yes. In reality, no.
Make sure you wear a jacket and actually try on the coat at the store.
If ordering via mail, check the shoulder to shoulder measurements.

I wear size 36 suit. I got a size 40 top coat (Benetton) I can barely fit my jacket under.
Don't assume anything.
