Question on selling an item to a member

A member with a very short history wants to buy one of my items and ship it to an address different than his paypal address. His paypal address, he says, is in Thailand, but he wants it shipped to an alternate location here in the states.

I declined.

Would it be safe for me to instead suggest that he use a paypal gift payment, at which point I cannot be held liable?

I know it's not safe for him, but he's not the one I'm worried about.
