Do the PL jackets fit true to size? I'm like a solid 39r but usually end up wearing 40r. Would a 38r PL be too snug?

And what's the construction and fit of the BL like? Full canvased?

I'd say 38 PL will be too tight for you,you may just go with 40 and have it taken in by a tailor.
