proper location for lapel notch??

what is the proper location for the notch of a lapel on a skinny/slim suit (one with a 3 inch lapel)

Wherever you want it to be. Some extremes go in and out of fashion, for example a very low gorge tends to look dated at the moment.

Keep it on the shoulders. No lower than the bottom of the shirt collar.

Would have to agree that anything above the collar looks good. Worth noting that if it slants upwards then it gives you a slimmer look. If you a skinny guy then downwards makes you look a little broader.

I like the lapel just about sitting on the shoulders. One of the things I look for.

I think it's possible for notches to be too high, especially when combined with a high buttoning point. Can make the coat look like it's being pulled down the wearer's back.

I like my notches about at my collarbone. Skinny lapels can have notches that are a little higher than wide ones. Wide lapels with super high notches just look silly to me.

The trend, though, is for super high gorges. I think this will look as dated as the super low gorge, eventually.

I prefer the notch to be between the collar and the lapel.
