When are the proper/improper times to wear a bowtie? Is it okay to wear a black bowtie with a black suit? Any restrictions on the shirt color?

Marvelous look if you're waiting tables. In my opinion, a plain black bow-tie is best left to a dinner jacket.

For regular bowtie usage, no restrictions on the shirt color, although keep in mind, that as mainstream as the bowtie has once again become (or is becoming), it's still viewed as a bit of a novelty, so I wouldn't go with anything too loud, unless the added attention is what you're after.

Ditto.

On a black suit, give a gold bow a try. Maintains formality, but gives the requisite break up of color.

I will say, however, that you don't want your bow to be too boring. If it's too dark, or too dull, or just too flat, then there isn't really a point. You only see just so much of a bow, as compared to the area a necktie covers. (But that's not license to get crazy, either!)

Probably not to a wedding, but definitely to a Grateful Dead concert.
