Proper attire for Chicago NYE

From sunny southern California, going to Chi-Town for NYE, what would be the proper casual everyday attire? Would coat, jeans/chino's, and boots suffice? Haven't really experienced snow weather other than ski/snowboarding. I plan on going to some decent restaurants, whats the dress code like in Chicago? Here in LA we are pretty laid back.

A coat will be needed tomorrow. Better buy one ASAP, if without a coat in the wardrobe. A ski jacket might look too technical, though perhaps freezing viewers won't care. And if that, then heavyweight pants or winter underwear will be needed.
