Post-washing ruffles in cotton garments - how to get them out?

How does one deal with seemingly-inevitable 'ruffles' that appear along stitched seams in garments such as cotton shirts (e.g. collars/cuffs/placketts) and chinos (e.g. hems, waists and pocket-facings)?
See attached photo to illustrate two pairs of cotton chinos: nice, new, crispy, unwashed on the left; bedraggled post-wash pair on the right.
My steam iron really doesn't seem to help matters...!
Can anyone recommend a remedy for this malaise?

simply pre-washing the fabric before cutting and sewing will go a long way towards avoiding that pucker . here you can see the fabric shrinks along the warp and takes the seams with it .

lots of places don't pre wash for two obvious reasons : time , and money .

with certain products it is a feature ( 'shrink to fit' denim ) or an unspoken reality .

with pre-washed fabrics and traditional tailoring techniques you would see a smoother product . god speed .
