Anyone know how the effect is created? Is it simply the weave or does it involve a lighter color woven within the darker color?

I'm not quite sure what kind of fabric you're refering to.

If you're referring to something like a nailhead or birdseye fabric, you can google for images to do some analysis. In the cases of those, they'll use complementary and contrasting threads in the weave to create the pattern. Frequently they'll have some "texture" too. But I'll leave it to someone with way more knowledge on fabric construction to offer more details on how that's achieved.
