Can someone tell me is it ever possible to get a reservation at Per Se. Have tried Open table so many times but it seems impossible even when i try immediately when booking opens.
get a hotel concierge to call... works surprisingly well.

As mentioned above, a hotel concierge is a good bet, especially at the Mandarin.
I'm assuming you've tried calling, offpeak it seems it's not quite as hard to get a table.
Finally, if you stop by there are sometimes cancellations.
Generally getting a table at Per Se or FL is very difficult.
