Pants altering question

Can a pair of wool trousers with wide straight legs be altered to slimmer straight?

Hard to tell from these pics but these pants are a little too wide in the legs for my taste. I would like them to be slimmer. Can this be easily done?

And while we're on the subject...

Better to purchase a slightly tighter pant (waist/seat) to be let out or a somewhat looser pant to be taken in?

Tapering the legs is simple to do. Starting at the thigh or the knee and reducing the cloth at the side and inseams, equal amounts, to keep the creases centered. Take a pair you like so the tailor can measure them and know exactly how trim you want the leg. If tapering is a significant amount, the tailor should cut off the excess outlet and serge the seams. The length may need adjusting after tapering.

Buy trousers to fit your largest part and have whatever else taken in. Less expensive trousers have smaller outlets and letting out is limited. Letting out seams will sometimes leave old stitch marks in the cloth that will not go away, particularly on cottons or gabardines, hard finished cloths.
If every part of the trouser needs to be taken in, you are buying the wrong style and cut. Keep searching for the trouser cut you want.
