Can anyone tell me if all Oxxford suits have working sleeve buttons?

Generally only made to measure items have working buttons, although I've seen some RTW with them as well. However, a competent tailor in your area should be able to sew working buttons into any jacket you own or wish to purchase.

Most new good suits, including Oxxford's, come with the sleeve buttons in a pouch, allowing the tailor to set the sleeve length and attach the buttons in whatever manner Sir prefers.

The exceptions to this rule are generally "open box" jackets that have been tailored for someone else and rejected or never picked up. As such, one should expect a substantial discount on them.
