Scarf. Possibly one of those keffiyeh things that were popular as scarves in the 80s and again a few years or so ago. Difficult to be sure from the pic though.

Thankfully they're trending out now.

They are known (In England) at least as Arafat Scarf's, due to their similarity to those worn by Yassir Arafat and latterly Bin Laden.

Keffiyehs have pronounced political overtones, so don't wear one unless you're down with those. (Then again, they're also worn by special forces troops, so if you're in Seal Team 6, go ahead...)

I got this gorgeous shetland scarf in ireland, its blue and white houndstooth, and I get upset when people assume its one of these.
