Opinions on Torino cashmere scarves?

I recently came across some made in Mongolia cashmere scarves by Torino. They're great patterns and about half off retail. I know there is a decent maker out there by the same name, but Italian sounding brands are a dime a dozen.... anyone encountered them or know enough to tell of the quality?

I know most of the world's cashmere comes from Mongolia... and 'construction quality' for a scarf doesn't really mean anything. But I also don't know if just the fiber comes from Mongolia or there are good weavers there, too. Any input would be appreciated.

They're incidentally the same price as the Elgin scarves (Scottish-made by Johnston's), AND have a very similar hand to them. But again, I don't know how much that means - Elgin scarves are reported to be good for the price but I've also heard that they start pilling a year or two in.
