That's pretty high...I have a similar problem with a pair of Ozwald Boateng trousers (part of suit) where the rise is higher than normal, so when I wear it just below the waist (where I like my trousers to sit), the crotch is quite low, which makes the finished inseam very short, in order for it to hit at the right spot over my shoe.
