Seriously, don't wear a black shirt with a tie. Ever. Seriously. For that matter, black and other dark shirts should be treated with extreme caution, especially with a suit.

Tie needs to be darker then the shirt. Make the shirt white with black stripes instead of vice versa, and you're talking. Or plain white.

The pattern of the tie is fine IMO, though the tie itself looks cheap.

I would say that this is a low contrast look which can work in some settings (not many). The suit is what, medium to dark gray? That makes a good neutral canvas, but I would avoid gray tones in the shirt or tie unless gray is the minor color in the pattern. Add a pocket square.

Low contrast does not work for beginners, and rarely with a plain worsted charcoal. Once he masters the 'neutral suit, neutral shirt, and tie' look, he can advance to the more esoteric color theory.
