Because a "busy" suit pattern needs a relatively simple tie. While the tie is plain, it is satin, which gives it undulations of colour and shape as it moves. If the same colour was use in grenadine or twill, the result would have been much smoother.
On a side note the "longer tail" is an affection mostly regarded as Sprezzatura; the art of doing something stupid deliberately, just to assure people that you dont care how you look even though you spent $8k on your suit.
