It's the same with the comics. For decades she didn't do much with her hex powers other then zap bad guys. Then one day a writter got creative and did fun things with her. She was able to remove the powers of most of the mutant race with a couple words because a writter liked the idea.

Wasn’t that when Brian Bendis started writing for Marvel? A bunch of X-Men died, Scarlett Witch lost her shit and ‘warped reality’ somehow, half of the readers got really mad, but then comics in general started becoming more well-written and interesting?

Or was that another event...

Oh yeah, that’s it! Though it looks like Avengers Dissembled, shortly before that, was where Bendis showed up and killed some X-Men.

That’s why I was originally confused by her sort of weak powers in the movie. But like anyone else with varying/convenient level of powers, it doesn’t bother me as long as the stories are good.

If it was more consistent, it would be more like The Boys, were most people just get hurt or die.

It's pretty much a 100% rule of ensemble comic book stories. There's always a race to up power levels, but then you have to still provide manageable threats without Hero X being the ultimate win every time.

Superman is always off-planet when anyone other than the Biggest Bad threatens the DC Universe, because otherwise, who gives a shit about 99.9% of the other Justice League? Works the same way in Marvel.

They did it in the MCU movies a lot. Scarlet Witch's powers amplify massively, they can't control the Hulk/he gets PTSD, Captain Marvel is off-planet, Thor isn't available. Just the way comic plotting goes.

Even more annoying, IIRC, was they had to say “the green guy” and so forth due to internecine copyright squabbles.

They'd rather have batman beating up actual criminals than random homeless people and keep abducting little kids to turn into sociopathic killers.
