I'm a true US 11D on a brannock device and I have a pair of Jil lace ups in size 11 and I'd say they're only a half a size large, if that. Completely wearable.

depends on the item. Some brand(Ralph Lauren Purple Label) the maximum you can get is 50% off and some designer brand(Jil, Lanvin) you can get maximum 65% off.
