No. Only the one rack. Picture on JAB site shows two to demonstrate stacking.

read the description in it ... the picture is deceptive

each rack is one level that only holds 4 shoes. the picture is actually two racks stacked to hole 8

so you would need two of those racks to get that picture

it's not that deceptive states that it's two racks this is a common practice for this sort of thing
