They also charge $85 shipping to Canada which is absurd since it's only 10% more than they charge to ship to Australia. If they are US-based, that is indefensible.

Indeed,I believe their location is in PA, USA.
They have a base in NY and the UK.
Yeah, I get the impression that they're deliberately disincentivizing certain kinds of purchases as well. They want to clear their remaining stock, but aren't shuttering altogether, so don't need to do a fire sale full of low-value, single-item shipments.yeah it used to be free over $100 (or some relatively low amount), but now it's $15 and is only free over $500
All of this is moot because their current prices are so low that even if they charged $100 shipping you'd still be getting a steal. And a few stores a just plain refusing to ship outside of their own country for various reasons that are outside their control (increased costs, increased delivery times, angry and entitled customers...)
