Nudies + Cardigan + Polo + Tie = ???

This polo + tie style has been coming up quite a bit lately. I'm not sure why. I've also seen here in NYC a few lower east side types wearing a tie over a t-shirt. I appreciate the attempts at creativity, but both looks are come off as silly, and trying too hard.
