The timing given above is about right. At 10pm they close off 43rd and others at 6th avenue - and those full streets (side streets) don't even have a view of the ball, or the events. The area goes into "lock down" of sorts. If you haven't ever seen NY police lock down an area, you don't have a full understanding of what they do. There are so many f-ing barricades, etc., and there is no way you can move around. "Regular" bars charge $150-$200 for a cover charge for their "party". That does allow you one cup of $3/bottle champagne in a plastic cup, however. My amusement one NYE - being in Grand Central at 4am... and seeing all the people sleeping on the floor ringing the Grand Hall waiting for the first 6am commuter trains so they could go home.
growing up outside of nyc i feel those people's pain as i have been in GCT at 4am waiting for the trains to leave that morning. it sucks!!
