Need a suit in Vancouver, BC - OTR or MTM and where?

So, I need a suit in Vancouver. I've checked the few other threads on the subject, but think a new thread is suitable.

I've never bought a suit before, but would like to have a nice one from the start. I'm thinking of going MTM/bespoke, though might get something OTR. I had been planning on spending a fair amount, though I'd much rather spend as little as possible now, while still getting a quality, good fitting garment. Is under $1000 a reasonable goal?

I know some prices are spread throughout the "Good tailor in Vancouver" thread, but I can't find some of them. If anyone knows, if you know approximate price ranges for a number of places, would you mind listing them (perhaps with a very brief comment on quality, experience, etc.). I'm particularly interested in David the Tailor, though there is limited information on his site. I saw the posts regarding David's activity on the London Lounge forum, though couldn't find it: does anyone have a link the the topics he contributed to? Kerrisdale Tailors also interests me.

Finally, would it perhaps be better to pick up an okay RTW suit from somewhere like Harry Rosen or Holt's? I tried on a few at Mark James today and they seemed good enough (given a good sale price). I don't think I'd be willing to spend $2000+ on what they offer. I liked the fit of a 2 button Dolce & Gabbana, as well as an Armani (I'm looking for a fairly trim fit with some shape to it, but am also tall, so need a 40 tall, which they do not stock).

Harry Rosen and Holt's tend to be a little on the expensive side.

And $1000 is pretty close to Samuelsohn nieghbourhood. If you're not in a hurry, you can probably shop around for MTM for not much more than that.
