Need a classy yet relaxed jacket/coat for Uni - In Paris for two days

Hey there,
I need a jacket for the winter but I have a really tight budget, about 45 euros. I'm in Paris for a few days so I thought maybe someone knows of a good place. A problem I often have with coats or jackets is that the sleeves are too long. Yes, I have short arms.

Well I heard there were stores where you can get good quality very cheaply, either because it's stock leftover or because it has been worn before
