The shirt and tie go fine with the jacket. The picture does serve as a good guide. The shoes should be darker to avoid bringing the eye downward. When a tie is worn, it probably should go well with the personal coloring (for example, dark brown stripes and dark brown hair) and therefore focus attention on the wearer's face. Without a tie, ideally the jacket or the shirt will reflect the personal coloring.
