I think that is ridiculous. A Submariner looks great under a suit or tuxedo. So does my Omega Planet Ocean 42mm.
While I don't agree that all metal bracelets are a poor choice, I don't think dive watches look good with a suit, and do in fact approach ridiculousness when paired with a tuxedo. Though I think the Sub and PO are terrific watches in their own right. Just my opinion / preference. Some guys go sockless with a suit and think that looks just great, whereas I feel there is a complete disconnect in comparative formality.
+1. James Bond may do it but don't try this at home unless you have James Bond's looks.

Stowa Antea is the watch I wear with suits. That and Nomos are great choices and affordable within your budget.
Don't buy a quartz watch, you'll be regretting it in a year when you've expanded your watch horizons.
winders are a pain too. all the cycles and rotations oye..
A movado might be fun but OP's workplace doesn't read as "creative atmosphere".
You don't need a winder just because you have a mechanical watch.
