cold soak sounds like the ticket for you.

that's what i'm thinking..i'm still scared that if i get them hemmed afterwards they might shrink even more and be too short..maybe get them hemmed to 31 just in case?

usually I guess that sanforized dry denim will shrink about 1-2 inches, then err on the side of 'too long'.

I can deal with my jeans being too long, but not too short. Looks very dorky.

Yeah, you could just hem them 2-2.5" and probably be safe, but wash them first just to be sure, it's likely you won't get too much shrinkage after a cold soak but you could leave an extra 0.5-1" just in case.

so leave the jeans at 31" after a cold soak (granted they shrink a decent amount to begin with)

leave them at 31-31.5" that way you're covered (at most, they'll be a little long, which is much better than too short).

well, the jeans didn't shrink AT ALL (unless they were longer than a 35" inseam in the first place). I took them to the tailor and getting em done in a 31". hopefully will be enough

I imagine that will be fine. A lot of time sanfordized denim doesn't shrink a huge amount.
