Measurement specifics for peacoats

I'm having a peacoat made and I'm wondering how much of a variation I should have on my measurements in comparison to my suit. For example, I'm thinking of leaving an extra 3/4" at the waist & hips, 1/2" at the shoulders, sleeves and chest, 1/4" at the biceps and wrists. Any thoughts? My suit is a slim fitted suit, and I'll be aiming for the same thing with my peacoat. However, I will be mostly wearing it without a suit. I generally wear a shirt with a sweater or a zip-up jacket underneath the coat if that helps with estimates.

Btw, my suit was made through Indochino, and I find it strange that a 34" chest was massive on me (my chest measures at 32.5 - 32.75"), but a 32" chest on the jacket fits me perfectly. I'm not quite sure how they crunch their numbers. I always thought it should be at least an inch larger than your chest size.
