Is it possible to have a cobbler lower the arches on dress shoes by possibly cutting out a piece of the midsole/insole?

Lowering arches on dress shoes?

Maybe, but I was thinking that they could remove the sole and the welt and rewelt and sole it with a wide waist.

Altering the shoes to that degree would be an expensive proposition.
I will recommend that you put a heel lift in the shoes...1/8" then increase to 1/4" if necessary.
The shoe will need to have a heel cup that can accept the heel lift so that you dont step out of your shoes when you walk.
Lace up shoes will give you a better chance of making this work.
This is a very inexpensive recommendation.

generally speaking, i'm all for arch support. i have to admit that it can be bothering if you're not used to this. it's more or less like breaking in shoes. in a normal world a cobbler can check the sockliner and exchange it, if you really don't get used to the support.
