Prada, Dolce & Gabbana, Alexander McQueen, etc are edgy makers who do a lot of low rise pants, though it not clear any of their pants would be considered khakis. In some way, low rise khakis would be consider an oxymoron by most posters.

Really? I've always taken khakis to mean cotton pants in a chino cut and khaki color.

I have cotton pants in colors that fall within the khaki spectrum from Dirk Schonberger, hLam, Mason's, and Gaultier. I would describe the rise on the last pair as very low, while the other three are moderately low-rise. It would help if the OP could elaborate on what he's looking for (color, cut, etc.).
