God damnit I hate the word tone. You don't "tone" something, you lose weight, gain weight, lose muscle or gain muscle. When you lose fat you see what is under that fat, when you gain muscle you have muscle under the fat. If you lose fat and gain muscle you look more muscular. "Tone" is whatever that balance results in you looking like. If you're skinny and you have poor muscle development you'll look like a little girl, if you're fat and you have poor muscle development you'll look fat, if you're fat and you have good muscle development you'll look fat but less fat than fat and no muscle, if you're "skinny" (low body fat) and you have good muscle development you'll look muscular. Tone is just the muscle tone, it's the amount of muscle you see. You only see muscle if (a) you aren't fat, (b) you have some appreciable muscle mass.
If you want to lose love handles you need to lower your body fat (and probably lose weight in general). There are plenty of ways to go about that. If you want visible abdominals you need to lose more body fat. There is only so much stimuli the abdominals and obliques can respond to, they're not going to get much bigger than they already are, and if you're looking chubby in that area bigger abdominals and obliques are only going to make you look fatter in the waist because the growth will be under the fat.
On estrogen exposure? ... None?
