Loose shorts with tapered "fitting" shirts?

Hello,

I am curious what the verdict is on a style such as what I will describe below. I'll also attach an image just to be clear what I am asking.

I have a pair of white shorts which are rather "blousy" if that is the correct way to describe it, as a top I have a shirt from Express which is more tight, fitting but a bit long.

Anyway, say you pair this with a set of "boat shoes", no socks... ( problem ? ) How would this work out in public?

Let me know what you guys think. I'd like to start dressing better.

The shirt has been worn all day so it stretched out and I have put on like an extra 10 pounds so, haven't been hitting the gym lately.

Do the "boat-shoes" need socks?
