Looking to buy my first pair of wingtips

Not looking to spend any more than $200 as money is slightly tight, being in college and all. I'm mainly looking for a pair to wear in the spring time with shorts for a not so casual look. Sizing information would be helpful as I wear a 10 in Ralph Lauren and 11 in most other shoes.

Also, some good socks that can't be seen are appreciated as well.
