Townline Tailors downtown, or Oakridge Tailors near Oakridge Mall (across the street from the liquor store, IIRC)

I use Giuseppe the Roman Tailor. He is in West Vancouver on Marine Drive, a few minutes past Park Royal. He'd probably charge $20 or less. He is a cash only kind of guy, very old school Italian.

Perhaps checking with your choice of the tailors mentioned above is a good first step. If for some reason they can't 'do' hats, they probably know who can.
