i need a lightweight, waterproof jacket that also protects against wind. to be worn in 40-60 degree weather while riding a moped in wet and or windy conditions. i don't want a full out raincoat.

Well if you want to go authentic on a scooter get a mil surplus fishtail parka.

I haven't tried them, but they seem nice, and back at modculture I've read good things about them:
http://armadilloscooterwear.com/

I usually wear a slim-fit cromby-styled black leather jacket. It has served me faithfully for 10 years. Windproof, waterproof, lightweight, and it has protected me in a couple of falls. Not as good as something with armor in it, but still good enough (considering that a scooter doesn't reach the speed of a motorbike). Of course more than one of my friends have commented that I look either as a hired assassin (cool!) or the Gestapo riding a vespa (not so cool).

I believe Belstaff also carries a blouson for scooter riding- I distinctly remember it having a zippered pocked on the armsleeve. Can't remember the model name though.
