How can one determine how much material resides within the waistband? I need a pair of trousers let out an inch, probably less, but how can I tell exactly how much is possible?

An inch is no problem. Look at the, in layman's terms, buttcrack seam and there should be an inch+ on either side giving you more than enough for letting out the trousers. Unless they have already been let out. If they have a split waistband, it makes it easier.

Or you could just stop getting fat douchebag!

It's not that I've put on weight since I bought them, per se...they've always been too tight. I'm just getting around to letting them out.
