So I understand Goretex is material clothing made to resist water and other materials. Which is meant for cold weathers, snow, rain, etc for snowboarding and skiing.

My question is, can you wear goretex with regular clothes as a fashion statement or is this material made for snowing conditions

I would like to hear everyone thoughts.

I wouldn’t wear a goretex climbing jacket over a suit, if that’s what you mean. But there are some examples of GTX outerwear that are more appropriate for street wear or even business appropriate (see Nanamica and Arc’teryx Veilance).

Gore-Tex is usually invisible because it's underneath a hard-wearing outer layer. It's possible to buy it on its own but it's not durable and soon wears through at pressure points. If you see a Gore-Tex garment you like, you're actually looking at Cordura or something. If you want to check out waterproof clothes styled as 'fashionable' street wear, have a look at Rohan. You probably won't like them.

Simple answer: Goretex is a breathable, yet water-impenetrable membrane applied to the back of textiles. Wear it for sports and utility wear (rain coats or winter jackets), otherwise skip it. There's no value it provides visually and it's only benefit is to keep you dry in wet conditions and during high activity.

Some of the high end European bicycle clothing manufacturers - e.g. Rapha, Mavic, Castelli - have waterproof jackets which make for fashionable street wear. Most of their stuff is distinctly UNfashionable but sometimes they produce a few startlingly expensive nice looking pieces.
