"New" slim fit jackets become popular in America.
This man is apparently a Nebraskan cop who was fired for being too fat, but then re-hired due to discrimination.

Yes, I do believe that is a jacket, and not an overcoat.

He actually looks small when compared to the car mirror.

Is that his attire for the court case?

My lawyer usually tells me to look 'broke' when I go to court, so that the judge won't have dollar signs in his eyes when I walk in.

Maybe they told him to look 'extra fat' for the particular court case.

Anyway, that's a really bad pic if that's normal wear for him.
