Jersey City councilman pisses on the people

Jersey City Councilman Steve Lipski has sworn off drinking after being arrested for pissing on people off of a balcony at a concert.

Here he is when he was announcing a run for mayor.

Being from Jersey I can say there are a handful of occasions where it is OK and acceptable to piss on people.

1. Bon Jovi concert

And

2. Bruce Springstein Concert

There are others but remember at the moment.
