Jcrew and Banana Republic outlet question

In the bay area we have these outlets in Gilroy.
I have always assumed these were clothing items that didn't sell and were sent to the outlet.
My wife believes some if not most of these items are "made to sell at the outlet" and don't ever got to the main stores.

I do wonder if she's right because looking at the tags for both brands there are often 2 diamonds under the brand name. I don't see these diamonds on store bought items. These outlet items appear to me to be fine (other than the occassional fit problem) and I can't see a difference other than they're often not what's "in at the moment."

Does anyone know how Banana and JCrew operate their outlets regarding this?

I've always been under the impression that BR has both clearance and other unsold items from its regular stores in addition to lesser quality garments created specifically for the outlet environment.
