Jacket with unusual short sleeves

Help! I bought a suppose never won condition Brinoi jacket from Vestiair Collective. Size IT46 which is my usual size. However, when I get the jacket, the sleeves were so sort. It doesn't even make sense as a IT46s, or even IT44S. as you can see it is only 22 inches. I have it stacked on top of other two jackets I own. a IT44 (Gray) from SuitSupply. and another Italian jacket at IT46 (I shorten that sleeve by just a-bit) Am I crazy here? Does Italian from the old day has super short hand? or was this a style at one point? VC is refusing to refund me, saying the item is as described. Anyone has experience dealing with this ? Before I attempt to dispute this with my CC company. Thanks
