Is this the correct way to wear cuffed suit pants w/ 3 piece suit? Or should the trousers be longer?

They could be longer. I like them short though.

I would just "sag" the pants about 1/2 an inch.

Real problem is that vest- look at the shirt sticking out! This either means that he is already sagging the pants, or more likely, the vest is just cut way too short.

Vest isn't long enough and/or the rise of the pants isn't high enough. Trouser length seems to be ok...I'd personally take them 1/2 an inch longer.

That's a Banana Republic get up isn't it?

If you weren't wearing boots with those pants, you would have some serious ankle showing. I think adding 3/4" to 1.5 inches would be perfect and the break wouldn't be too much. especially with the cuffs that size.
